After a lengthy, and somewhat costly search, the Rockwall City Council has hired Interim City Manager Rick Crowley as the permanent replacement for fired City Manager Julie Couch. Since her firing last year the city council has been conducting a search for a replacement. After interviewing several qualified candidates the City Council has decided Rick Crowley is best suited to lead Rockwall. Rick Crowley has been assistant City Manager under Julie Couch for many years and was appointed interim City Manager shortly after her release in late 2011.
According to sources Julie Couch was paid almost $400,000.00 as severance pay upon termination. Other sources indicate that the cost to conduct a search for a new Rockwall City Manager cost somewhere between $100,000.00 and $200,000.00, making the firing of Julie Couch a liability to the citizens of Rockwall somewhere in the area of a half million dollars.
